Provision a new user into the workspace. The user will be added as a workspace member.
If an externalId is provided and matches an existing user, the existing user will be updated instead of creating a duplicate. This allows IdPs to re-provision users who changed their email address.
If the user's email already belongs to an active workspace member, a 409 Conflict is returned.
